Warehouse Inventory Reconciliation

Two warehouse systems independently track inventory as lists of (item_id, quantity). Due to sync errors, they may disagree. Find all item IDs where the quantities differ between the two systems, and also find items present in one system but missing in the other. Return a report of all discrepancies.
